U.S. Food and Drug Administration (FDA)
DAS Federal is accelerating the IT Automation journey for the FDA Office of Information Management and Technology (OIMT). Our services include Business Process Automation, Low-Code/No-Code development, and Orchestration. We provide enterprise-wide automation with leading technologies.
At FDA Center for Drug Evaluation and Research (CDER), DAS Federal, led a team of Infrastructure engineers by providing technical direction, guidance, and mentoring. We helped with shaping technical strategic vision and direction for the project, implemented monitoring and error resolution Standard Operating Procedures (SOPs), and helped evaluate and select new tools, platforms, and software.
At FDA Center for Devices and Radiological Health (CDRH), as a teaming partner with Booz Allen Hamilton, DAS Federal, played a key role of CDRH Digital Transformation by influencing technical direction of their cloud journey, delivering a better user experience in the following areas: System Analysis, System Architecture, Enterprise Integration, Data Modernization, Governance, and Service Delivery.
U.S. Food and Drug Administration (FDA)
Division of Performance Management (DPM) Support Data Analytics Contract with the FDA: DAS Federal supports DPM with the collection, analysis and reporting/tracking of performance data for the programs it manages, utilizing tools such as Tableau.
The FDA ODT Acquisition Strategies and Partnership Division (ASAP) has awarded DAS Federal a contract to support the eSTARS program. eSTARS is an enterprise-wide application used across OIMT. The functionality developed with Low-Code / No-Code technologies include a financial reporting module, access controls, and new/enhanced dashboards and reports.
Centers for Medicare & Medicaid Services (CMS)
At HHS Centers for Medicare & Medicaid Services (CMS) Comprehensive Care for Joint Replacement (CJR) Model, DAS Federal provides needed documentation and organization support to improve care for Medicare patients undergoing hip and knee replacements. The CJR Model encourages hospitals, physicians, and post-acute care providers to work together to improve the quality and coordination of care from the initial hospitalization or outpatient procedure through recovery.
National Institutes of Health (NIH)
DAS Federal provides Program Management and Electronic Records Management Services at NIH Cancer Therapeutics Evaluation Program’s Protocol Information Office (CTEP PIO). DAS Federal provides Program Management support to accomplish program objectives and contract tasks and to also ensure that the quality and success of the program are met within budget and on time. We also support PIO by coordinating all administrative aspects related to clinical trial document review associated with oncology research, in order to ensure that quality protocols are developed in the most expeditious and efficient manner possible.
Indian Health Services (IHS)
At Indian Health Services (IHS), DAS Federal, in partnership with Chickasaw Nation Industries (CNI), is providing IT Security Program Support Services in the areas of: Cybersecurity Incident Response Team (CSIRT), Digital Forensics Analysis (DFA), Cyber Threat Analysis and Technical Counterintelligence (CTATC).
United States Patent and Trademark Office (USPTO)
DAS Federal architected, designed, and implemented a Multi-Data Center, Role-Based Access Control (RBAC) System for the United States Patent and Trademark Office. The RBAC system provides authentication and authorization for Internal and External users of Custom and COTS applications, allowing Federation via SAML and achieves 99.99% availability.
Department of Health and Human Services (DHHS)
DAS Federal is providing professional development services to develop and enhance the ASPR SNS AND ASPR H-CORE ServiceNow applications and capabilities for implementation including: Incident Management, Configuration Management, Reporting, Knowledge Management, and Testing.
General Services Administration (GSA)
DAS Federal LLC secures a prime contract with the General Services Administration to provide advanced RPA UiPath services. This partnership underscores our expertise in delivering cutting-edge IT automation solutions to enhance operational efficiency within the GSA.

SBA 8(a) Contract Vehicle
Program Description:
Firms under the 8(a) program are rigorously evaluated on ownership, operations, financial health, accounting system, and past performance. Once accepted, a firm is required to provide SBA with a detailed business plan and demonstrate annually continued success as a viable, strong business entity. Firms that are approved are certified by the SBA for a period of nine years. The SBA has signed Memorandums of Understanding (MOUs) with Federal Agencies, allowing them to contract directly with certified 8(a) firms. Participants can receive sole-source contracts, up to a ceiling of $4 million for goods and services. The Small Business Administration (SBA) 8(a) Sole Source vehicle enables agencies to direct award contracts to certified contractors such as DAS Federal.

The 8(a) sole source vehicle provides agencies a simplified and shortened acquisition life cycle:
- Agencies can directly negotiate with firms to get the best value.
- Administrative costs, procurement process and time is reduced to a minimum.
- Acquisition time to award an 8(a) sole source contract is usually within days.
- Contract Initiation only requires a simple high-level statement of work.
- Agencies promoting small and disadvantaged business participation are provided with credits.
Simple Steps to Establish 8(a) Sole Source Contract
- The Government program manager or official develops a statement of work, prepares a government estimate, and obtains the necessary funding.
- The Government program manager or official chooses a specific 8(a) company such as DAS Federal to perform the work and submits a procurement request to the agency contracting officer.
- The agency contracting officer prepares and submits an “Offer Letter” to the SBA Business Development Specialist (Watson, Sheila Sheila.Watson@sba.gov ).
- SBA processes the Offer Letter and returns it to the agency contracting officer who submits the Statement of Work and Request for Proposal or Quotation.
- The 8(a) submits the proposal which is evaluated and negotiated as necessary by the agency.
- The contract is awarded to the 8(a).

WOSB Contract Vehicle
A Guide to Awarding Sole-Source Contracts in the WOSB Program
Section 825 of the FY15 National Defense Authorization Act provided agencies with statutory authority to award sole-source contracts to women-owned small businesses (WOSBs) through the WOSB Federal Contract Program. Until now, contracts could only be restricted to competition of two or more WOSBs. On September 14, 2015, the SBA promulgated a final rule governing the awarding of these contracts. The FAR Council’s Interim Final Rule implementing sole source authority became effective on December 31, 2015. The relevant portions of the CFR and FAR are noted at the end of this document.
Four Requirements for WOSB Sole Source Contracts
- Is the contract in a WOSB eligible NAICS code?
The WOSB program is unique in that it is only applicable to contracts in certain NAICS codes. A list of all NAICS codes in the program is readily available at:

Applicable NAICS Codes for Computer Services: 541511, 541512, 541519, 519130, 519190
- Is the contract (including options) valued at $4.5 million or less?
Similar to other small business contracting programs, WOSB sole source contracts are limited to certain sizes.
All contracts have a cap of $4.5 million. This is including all options on the contract.
- Can the contract be awarded to the WOSB at a fair and reasonable price?
The statute and regulations also require that the contract can be awarded at a “fair and reasonable price.” This common term in federal contracting is described in the Federal Acquisition Regulation (FAR) Subpart 15.4 available at: https://www.acquisition.gov/far/subpart-15.4
- In the determination of the contracting officer, is there a reasonable expectation that there is only one WOSB that can perform?
The final requirement for a sole-sourced contract in the WOSB program is the contracting officer’s determination, through market research, that only one WOSB can perform the requirement and that this firm will provide a fair and reasonable price (see #3).
Note: If it is determined that 2 or more WOSBs can perform, the contract can be set-aside through the WOSB program.
If these four questions are all answered “Yes”, then the contract can be awarded to a WOSB on a sole-source basis
